[International] Huang Chih-fang is optimistic about Ukrainian talent joining to support TSMC's German plant operations

TAITRA Chairman Huang Chih-fang visited Lviv IT Cluster, Ukraine's largest technology industry association, on the 19th. He pointed out that Taiwan's leading wafer foundry TSMC is building a factory in Germany. Taiwan hopes to organize a talent alliance to provide support. It connects over 300 IT tech companies and 100,000 experts. Its core vision is to build Lviv into a world-class technology innovation center. Besides assisting companies with matchmaking, it also provides the latest technology information, talent training, large-scale "IT Park" infrastructure, and legal consulting, and regularly publishes industry analysis reports for public reference. TAITRA Chairman Huang Chih-fang visited the Lviv IT Cluster headquarters on the 19th, Ukraine time. He stated that he positioned this trip as a "breaking the ice" journey, hoping to facilitate industry对接 (docking/alignment) between Taiwan and Ukraine and promote more cooperation. Sviatoslav Kavetskyi, President of Lviv IT Cluster, pointed out that under the Russia-Ukraine war, many Ukrainian industries have declined, but the technology sector has developed steadily, contributing significant export revenue to the country. Startups have also transformed due to the war; two-thirds of Ukrainian startups are now in the defense industry, which is a natural outcome for a country with industrial manufacturing capabilities and in a state of war. Huang Chih-fang stated that Ukraine has practical experience in the AI era, and Taiwan has a booming drone industry. Both sides indeed have enormous potential for cooperation in the defense industry. A dedicated drone pavilion was set up at the Europe Taiwan Image Exhibition held in Poland on June 22nd. Kavetskyi indicated that plans will be promoted to build a large incubation center in Lviv to train over 5,000 students from various academic backgrounds to engage in new technology R&D. They hope to connect with Taiwanese companies, allowing the center to receive funding support, while Taiwanese companies can gain innovative ideas or technological contributions to their development. Kavetskyi also mentioned that besides the AI field, the Ukrainian government hopes to develop the semiconductor industry, "which might be an interesting matter for Taiwan." Huang Chih-fang responded that as TSMC is currently investing in building a factory in Dresden, Germany, it requires substantial talent support. He hopes Ukraine can leverage its strong STEM (Science, Technology, Engineering, and Mathematics) education capabilities to support TSMC together. He said: "(English original sound) You (Ukraine) have a very, very good STEM education system, so when it comes to semiconductors, TSMC is investing in Dresden, Germany, and now partners like Poland, Czech Republic, Slovakia, we are trying to organize a talent alliance to support TSMC's operations in Dresden, and I think Ukraine is in a very good position to join this program." Kavetskyi emphasized that he welcomes the "chemical reaction" of Taiwan-Ukraine semiconductor cooperation, bringing additional value to both countries.
