Vice Minister of Foreign Affairs Chen Ming-chi led a delegation to visit friendly nation Paraguay. On the 18th, he met with Paraguay's Minister of Information and Communication Technologies, Gustavo Villate, to exchange views on the progress and cooperation of the "Taiwan-Paraguay Sovereign AI Computing Center" currently being promoted by both countries. Chen Ming-chi stated that Taiwan-Paraguay AI cooperation will drive youth employment in Paraguay and inject strong momentum into economic growth.
The Ministry of Foreign Affairs pointed out today (20th) that Chen Ming-chi met with Villate on the 18th and stated that under the witness of the leaders of both countries, the "Memorandum of Understanding on Cooperation for the Taiwan-Paraguay Sovereign AI Computing Center Investment Project" was signed in May this year, officially launching the plan to jointly build an AI computing center in Paraguay, which has attracted the attention of international corporations and financial institutions.
Chen Ming-chi emphasized that Taiwan-Paraguay AI cooperation is a key project of the "Rongbang Plan" fully promoted by Foreign Minister Lin Chia-lung. It will combine the high-level technological talent cultivated by the Taiwan-Paraguay Technological University and NVIDIA founder Jensen Huang's "Five-Layer Cake Theory of AI." Both sides will effectively convert Paraguay's energy into computing power at the energy, chip, and infrastructure levels, thereby driving youth employment in Paraguay and injecting strong momentum into economic growth.
Villate agreed that the innovative cooperation in Taiwan-Paraguay AI should be implemented as soon as possible, emphasizing that Paraguay has abundant green electricity to supply the operational needs of the computing center. He looks forward to the completion of this project to drive the transformation of Paraguay's technology industry and make it the focus of the next generation of national development.
The Ministry of Foreign Affairs pointed out that Chen Ming-chi also inspected the planned site for the first phase of the computing center, examining the surrounding terrain, substations, and flood control facilities. He also visited the Itaipu Dam, which supplies most of Paraguay's electricity, to gain a practical understanding of the country's power generation and supply situation, serving as an important reference for promoting AI computing cooperation.
The Ministry of Foreign Affairs explained that the Taiwan-Paraguay AI Computing Center is an innovative cooperation that combines Taiwan's high-tech strength with Paraguay's abundant green electricity. It is planned to aim for an initial trial phase of 10MW (megawatts), a second phase of 100MW, and a third phase of 1GW (gigawatts) of computing power, which will help deepen the new generation of technological and strategic industrial partnerships between Taiwan and Paraguay.
