[Politics] Shin Da Cement Case Escalates, Former Yilan County Environmental Protection Bureau Chief Huang Cheng-chuan Detained

The Yilan District Prosecutors Office is investigating the irregular transaction case of the listed company Shin Da Cement. After tracing the source, prosecutors discovered that former Yilan County Environmental Protection Bureau Chief Huang Cheng-chuan is suspected of abusing his position for illegal activities. On the 18th, the court approved his detention. Shin Da Cement was reported for involvement in irregular transactions. In September last year (2025), the Taiwan Yilan District Prosecutors Office summoned a senior executive surnamed Yang from the company, who is suspected of violating the Securities Transaction Act, and Lin You-ze, the son of Yilan County Magistrate Lin Tzu-miao (who has been suspended due to a corruption case). After interrogation, the prosecutors ordered them to be released on bail of NT$1 million each. Through further investigation tracing the source of this case, it was discovered that Huang Cheng-chuan allegedly abused his position for illegal activities. Prosecutors recently summoned Huang Cheng-chuan for questioning and subsequently applied to the Yilan District Court for his detention under the Anti-Corruption Act. The Yilan District Court approved the detention on the evening of the 18th. Huang Cheng-chuan has a close relationship with Lin Tzu-miao. During Lin Tzu-miao's tenure as Mayor of Luodong Township, Huang served as the head of the township's sanitation team. He later followed Lin Tzu-miao to the county government and served as the Director of the Environmental Protection Bureau before reaching retirement age.
