President Lai Ching-te held a tea reception with foreign media on the eve of the Dragon Boat Festival. Regarding foreign media concerns that the Taiwanese government's announcement of 17 national security strategies is over a year old, and in response to recent national security cases such as the "Xu Chun-ying case," what is the progress of the government's strategic adjustments. The President stated that the 17 preventive measures he proposed constitute a complete national security legal system. Except for military trials which are still under discussion, all other bills have been sent to the Legislative Yuan for review. President Lai Ching-te held a tea reception with foreign media stationed in Taiwan on the morning of the 18th. The Presidential Office issued a press release on the 19th, stating that during the tea reception, the President responded point by point to issues raised by the media regarding Taiwan's national security legal system, US arms sales to Taiwan, maritime economic zone issues, cross-party dialogue, Taiwan-Japan cooperation, and cross-strait relations.
Among them, a reporter asked: "National security situations are constantly changing around the world, and countries like Japan are reforming their national security. Taiwan announced 17 national security strategies more than a year ago, and recently there have been corresponding cases such as the 'Xu Chun-ying case.' How is the Taiwanese government responding, and what is the progress of the adjustment of related strategic and policy systems?"
The President stated that in order to counter China's united front infiltration of Taiwan, the five major aspects and 17 preventive measures he proposed constitute a complete national security legal system. Currently, most of the bills, except for military trials which the Ministry of National Defense is still discussing, have been sent to the Legislative Yuan for review. He believes that the investigation of the "Xu Chun-ying case" shows that the national security legal system has initially taken effect.
The President also emphasized that not only is Taiwan strengthening its national security legal system, but Japan also strengthened its national security intelligence legal system last year, and South Korea has recently begun to strengthen its intelligence system, indicating that all countries face the same challenges of united front threats and the spread of disinformation.
The President also explained that in addition to strengthening the legal system, Taiwan will transform it into regular work in the next stage. The President said: "(Original sound) In addition to the legal system being sent to the Legislative Yuan, and hoping that the Legislative Yuan will review and pass it as soon as possible, the next focus is to transform the reform measures into regular institutional work. This is the only way to cultivate cross-ministerial, government personnel, and national security human resources, as well as proactive protective measures for critical infrastructure."
In addition, some foreign media are concerned about the new forms of gray zone warfare recently launched by the Beijing authorities against Taiwan's eastern waters, international conferences, and civic organizations, and that China is also taking similar actions against First Island Chain countries.
The President stated that China's methods of threatening Taiwan and surrounding countries in the Indo-Pacific are constantly evolving and expanding. The President said that when Japan and the Philippines delineate their exclusive economic zones, China also exerts pressure on Japan and the Philippines. This shows that China is not only pressuring Taiwan but also other countries in the Indo-Pacific region. Under these circumstances, the Indo-Pacific region, which directly faces China's threats, must cooperate not only in gray zone intrusions, anti-infiltration, disinformation, and cognitive warfare, but also in "collective defense and shared responsibility" for regional peace and stability to achieve deterrence and prevent China from defeating countries one by one.
Regarding KMT Chairman Johnny Chiang's remark that the First Island Chain is a Cold War mentality that should be abandoned; the President said that the concept of the First Island Chain is a natural consequence of facing China's threats. As long as one recognizes China's threats to neighboring countries, it becomes very clear.
The President reiterated that Taiwan's safeguarding of its national security, its democratic and free way of life, its refusal to accept unification, and its refusal to accept the rule of the Chinese Communist Party should not be seen as provocation to China or a troublemaker in the region. China is the one that is changing the status quo in the Taiwan Strait and undermining peace and stability in the Indo-Pacific region. "If there is consensus, we should unite and cooperate to stabilize regional development."
